Sirenik
Located by the editor from Bogoras's gazetteer (1-048 to 1-053), cross-referenced against Operational Navigation Charts and OpenStreetMap. Bogoras + ONC + OSM (latter two as "sirenik").
Cape Ulakhpen is the same place. The cape lies northwest of Penkigney Bay (1-040); 1-034 says the natives call it Wuteˊen, "the same name as the village close by"; and 1-051 gives that village as "Wuteˊen or Wuˊturen (Eskimo, Čeṛiˊnak), the first Eskimo village, which lies near Cape Ulakhpen" — Čeṛiˊnak being Sirenik. Its people are named with those of Chaplino (town) and Cape Chukotsky at 1-164.
Strictly the page distinguishes them — a headland and a village close by, sharing one native name — and this entry does not, because Bogoras uses the cape throughout as the name of the locality.
